Title I is a federal program that was enacted to ensure that all children have a fair, equal and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and assessments. The Title I program primarily serves children in the areas in reading and in some schools, mathematics as well.
Title I: The Federal Government
The federal government provides funding to states each year for Title I. In order for each state to obtain the funds, they must submit a state plan which describes the following:
- What all children are expected to know (in Missouri these are the which are the Show-Me Standards)
- The high-quality standards of performance that all children are expected to meet which is Adequate Yearly Progress (AYP) in Missouri
- Ways to measure progress - in Missouri, students are assessed using the Missouri Assessment Program (MAP).
Title I: State and Local Education Agencies
The State Education Agency (SEA), which is the Department of Elementary and Secondary Education (DESE) in Missouri allocates funds to individual districts.
The Local Education Agency (LEA), which is the District, identifies eligible schools – those with the highest percentage of children from low income families and provides Title I resources.
The Title I program is evaluated annually and presented to the Board of Education for approval. The program is evaluated using state, district and local assessment measures
Title I schools include parents, teachers, administrators and other school staff who work to:
- Identify students most in need of educational help
- Set goals for improvement
- Measure students progress, using state and local standards
- Hire additional teachers – Reading and/or Math Specialists
- Provide opportunities for professional development
- Develop/Provide programs and services that add to regular classroom instruction
In University City, schools that receive Title I funding include, Barbara C. Jordan, Delmar Harvard, Flynn Park, Jackson Park, Nathaniel Hawthorne, and Pershing Elementary Schools.
Identified students receive instruction through both the Title I Teacher pushing into the classroom and assisting students alongside the classroom teacher or through the pull-out model whereby the Title I Teacher takes a small group of students out of the classroom for instructional assistance.
School Level
- Teachers: Contact your child’s classroom teacher and Title I Teacher at school.
- Principal: Contact the principal as they can provide additional information as to the specific Title I program in the school.
